Por lo regular trato de estar informado no solo a través de la prensa sino también prestando atención a aquello que sucede en lo profundo de la ciudad, donde se intercambian ideas y se concretan negocios truchos que enriquecen a unos pocos, pero que no reportan beneficio alguno a los que habitamos este puerto.
Pero al parecer algunos poderosos corruptos de antaño se han vuelto más prolijos y cautos en su actuar, en el modo de hacer negocios y han logrado mantenerse vigentes, incluso algunos siguen trabajando en el municipio. Otros han emprendido su retirada, saliendo ilesos, sin rendir cuentas sobre sus acciones que sin duda, merecen explicaciones.
Se sabe por ejemplo que el administrador anterior del municipio recibía dos sueldos uno por el municipio y otro por la Corporación municipal, sin embargo “se fue” sin devolver un peso. Por otro lado la encargada de patrimonio del municipio , principal responsable del estado “calamitoso”-según expertos internacionales- del sitio patrimonial también “se fue” en la impunidad absoluta. Y lo que parece una burla grosera es la presencia de Matías Valdés en la Dirección de Obras de la ciudad, considerando que sigue violando a lo menos 3 dictámenes de Contraloría de La Republica y que se negó a firmar la invalidación de las 26 torres del Barrio O’Higgins.
Frente a esto cabe preguntarse cuál ha sido el curso de los cambios que se han impulsado desde el municipio; ¿ha habido coherencia entre el discurso y compromiso inicial que hizo posible ganar la alcaldía y las acciones emprendidas hasta ahora? O bien ha habido un proceso más bien de “transición” que considera abrirse al diálogo, al acuerdo más que a tomar decisiones más drásticas y definitivas frente a las nutridas y contundentes evidencias recogidas a lo largo del tiempo.
Las interrogantes se agudizaron aún más temprano, leyendo una entrevista al alcalde en el Martutino, en la que en general planteaba no cerrarse a conversar, “pues esto no es una trinchera” y agregaba que algunos consideran esto como si “fuera una guerra”. Curiosa la nueva postura del Alcalde, por decir lo menos.
Hay cosas que no son transables, porque implican aspectos éticos. La guerra contra la corrupción es una de ellas; por tanto no deja de ser corrupto aquel que tuerce la Ley, y menos deja de ser corrupta la acción corrupta si se compensa. Cuando decidimos poner de acuerdo a la gran mayoría de los porteños con derecho a voto, para derrotar al duopolio y de paso a la corrupción instalada en la ciudad, fue para transformar al poder local en un instrumento de pelea contra quienes han abusado de la buena fe pública y, amparados en la mediocridad, permitían concesiones como la de los parquímetros (que, con tres años de ganancias estaríamos en condiciones de pagar toda la deuda municipal).
Los que organizamos esta épica acción no lo hicimos para que administraran lo que existe; ni para dialogar y llegar a acuerdos y compensaciones cuando se violan las leyes, Es bastante indigno el recuerdo colectivo de los alcaldes anteriores que trataron de trascender con sus “legados “a la ciudad y ahora se pretende repetir la historia con la compra del Teatro Municipal. La trascendencia debe darse por cosas más significativas, que reporten un beneficio real a la ciudad y a sus ciudadanos; que constituyan un rasgo distintivo, un sello único y una impronta. Una administración que sea recordada porque le dobló la mano a poderosas inmobiliarias, porque hizo prevalecer la ley por sobre intereses económicos de grupos poderosos, porque hizo que la leyes sean igual para todos. Ese es el legado que Valparaíso se merece, eso es lo que todos esperamos.
Cuesta entender la nueva postura de la alcaldía: el equipo jurídico del municipio ha planteado en un escrito presentado a la Ilustrísima Corte de Apelaciones diciendo que “Mantendrá la posición histórica” de la DOM, es decir avalará permisos y recepciones del borde costero Mall, VTP y Edificios fuera de norma, como también la construcción en altura, tal es el caso de O’Higgins. Los proyectos que en definitiva se han erigido como los reclamos más poderosos que ha tenido la ciudad para movilizarse y recomponer el tejido social y no como declara el joven edil en la entrevista, que ésta es una pelea de grupos de poder o de intereses económicos; en resumen de unos pocos.
Claro que no debiese desconocer el joven autonomista que este movimiento de pocos, se ha enfrentado a Pinto, Cornejo y durante dos periodos a Castro. Como también a los que han mandado a aplastarnos.
Es una pena que la primavera soñada de Valparaíso se esté difuminando y empiece a tomar colores grises pareciéndose al eterno otoño. Tengo esperanzas en que no sea otro “arcoíris” que anuncie la alegría que nunca llegó.
