Mala señal para Quintero Puchuncaví

No se ve como buena señal que la Superintendencia de Medio Ambiente, en Octubre y  Noviembre haya aprobado 2 programas de cumplimiento, para empresas que han causado  efectos/daños ambientales por años en forma sistemática en la zona de Quintero Puchuncaví.
Un programa de cumplimiento aprobado el 30 de Octubre es por los cargos de extraer 629.000 m3 de áridos de Dunas de Ritoque, a la empresa Santa Angela (de Felipe Urenda), la aprobación de este programa, deja en la práctica sin sanción la extracción de áridos más grande de Quintero, que no cumplió con pertinencia (consulta SEA) ni con reglamento ambiental.
El otro programa de cumplimiento fue aprobado en 28 de Noviembre es de la Fundición Codelco Ventanas, este permite acabar con un proceso sancionatorio por 2da vez, todos las 13 infracciones son básicamente solucionados con pertinencias administrativas (consultas a SEA). Este último programa ya fue rechazado el año pasado por Tribunal Ambiental en causa R132-2016.
Llama la atención que la persona que aprobó estos dos programas fue desvinculada de la Superintendencia de Medio Ambiente, la  jefa de la División de Sanción y Cumplimiento,  Marie Claude Plumer Bodin, parte del equipo de ex-Superintendente Cristián Franz.
No es buena señal que personas que van saliendo de la institución fiscalizadora dejen sin reparación daños ambientales o efectos ambientales en una zona que ha sido fuertemente contaminada, con esto se comprueba que la contaminación no tiene sanción en Quintero Puchuncaví, en ambos casos pediremos reconsideraciones de las medidas.
Frente a la expectativa de un nuevo plan de prevención y descontaminación en la zona, además de cambios en SEIA, es necesario considerar que este tipo de acciones no ayuda a la confianza en el sistema, los programas de cumplimiento han sido mal usados, permitiendo que infracciones graves queden sin reparación.
