Contraloría determinó mal uso de comic por parte de Municipalidad de Valparaíso

La improcedencia de la elaboración y difusión de un comic, dado a que excedería la labor informativa objetivo del quehacer municipal, es la conclusión del dictamen elaborado por el contralor regional de Valparaíso, Jorge Bermúdez, donde además solicita tener a la vista el sumario instruido por la Municipalidad de Valparaíso a fin de conocer el eventual mal uso de recursos fiscales.

Bermúdez señala que si bien la caricatura, dada a conocer en la cuenta oficial del Municipio del alcalde Jorge Sharp por Facebook, daba cuenta de la sesión del Concejo Municipal donde se aprobó una modificación al Plan Regulador Comunal, “lo cierto es que en la misma se agregan otros dibujos y diálogos que no se relacionan con esa actuación del apuntado cuerpo colegiado, sin que se advierta cuál es la finalidad informativa que tales recursos gráficos podrían tener para la comunidad”, señala el dictamen.

El pronunciamiento surgió luego de la denuncia presentada por los diputados Osvaldo Urrutia (UDI) y Andrés Celis (RN) que dieron cuenta de la eventual mal utilización de recursos fiscales, el sobre uso de la imagen del alcalde Sharp y la utilización del comic con fines políticos, principalmente en contra del concejal Marcelo Barraza.

Además el diputado Urrutia acusó de supuestas presiones por parte de la Alcaldía a los concejales para lograr una aprobación previamente rechazada, hecho que fue desestimado por la Contraloría por no estar debidamente sustentado.
