“Encuentro muy poco serio por parte de la Seremi (del Minvu, Evelyn Mansilla) de culpar a un organismo como el municipio, cuando ella sabe que yo no tengo dinero para poder pagar eso. Más, que diga que si ellos, o sea nosotros, son los interesados, ¡que paguen!”, manifestó hoy el alcalde de Quilpué, Mauricio Viñambres, tras presentar un oficio en la Contraloría Regional de Valparaíso, el que busca aclarar las responsabilidades administrativas en la no publicación de la prórroga, en el Diario Oficial, del congelamiento de edificaciones, que corresponde al actual proceso de actualización del plan regulador de esta comuna.
Al respecto el edil agregó que “que hay un desorden en la Seremi de Vivienda, por lo mismo estamos argumentando, con todos los antecedentes públicos que se hicieron sobre este tema, que la Contraloría esta investigación no se la hizo al municipio, sino que se a la Seremi. Entonces la responsabilidad de la publicación, según la Contraloría, es de la Seremi, que era esta secretaría regional ministerial la que debía publicar el decreto”.
En ese contexto Viñambres explicó que la Municipalidad de Quilpué presentó una resolución “que establece la ampliación del congelamiento, y nosotros la llevamos a la Seremi y la publicamos. Entonces hoy la Contraloría dice: ‘No, señor alcalde, ya le dijimos a la Seremi que lo debió (la publicación) hacer ella’, y qué responde la seremi: no teníamos plata”.
“ES UNA FALTA DE RESPETO”
Para el Alcalde “aquí hay un daño a nuestra ciudad por el congelamiento. Y este cuestionamiento no solo afecta al alcalde sino que también a los funcionarios que trabajaron en la actualización del Plan Regulador. Es evidente que, en este tema, existe una responsabilidad de la seremi, ella es la que encabeza este organismo. Por lo tanto, se harán los sumarios que corresponden porque nosotros no vamos a dejar pasar esto, así como así”.
Finalmente Mauricio Viñambres informó que “estoy solicitando una reunión con el ministro porque yo creo que falta poner orden en esta Seremi. O a lo mejor la seremi anda muy distraída, en otras cosas, no sé. O será la primavera o algo le está pasando, porque no puede ser que en un medio de comunicación diga que la publicación es de responsabilidad del municipio y que ella no tiene plata. Porque si fuera por eso nosotros podríamos haber hecho una colecta en la comuna y le habríamos pasado los recursos (el costo de la publicación bordea los $ 2.200.000), pero jamás se pronunciaron respecto de esa situación; y que más encima acusen al municipio… Insisto, encuentro que es una falta de respeto al trabajo que hemos realizado, y no solo al de nuestros funcionarios, sino que al de toda la gente que participó en este proceso de actualización del plan regulador”.
